We are searching for an experienced Rail Project Manager II who is eager to be challenged and manage a design team on a variety of projects such as rail rehabilitation, grade crossing design, and interlocking design. On each project, the Project Manager will organise the activities of the design team to provide excellent work on time, within budget, and to the client’s satisfaction. This opportunity entails managing assigned project(s) throughout their full lifecycle, including developing the scope and technical sections of proposal and procurement documents, participating in contract negotiations, and overseeing the delivery of the project plan to successfully achieve HNTB’s 4 for 4 performance: delivery of quality work, on time, on budget, and to the client’s satisfaction on every project. In support of the project’s objectives, this job handles the budget, schedule, technical needs, contractual obligations, and client communications proactively.





You’ll do the following:


  • Responsible for project scope and fee quotation creation, as well as assisting in the production of technical proposals and contracts in compliance with HNTB’s Sophisticated Contracting Approach (SCA). Leads or actively participates in the scoping and negotiation of client contracts.


  • Serves as the key client interface and oversees the project team in order to complete the scope, schedule, and budgets to the client’s satisfaction. Leads the scoping and negotiation of client contracts.


  • For assigned projects, performs technical discipline responsibilities such as analysis, reporting, design, specification, and production.


  • On each project, implements the firm’s project delivery plan using HNTB’s Sophisticated Delivery Approach (SDA). Leads the creation and implementation of the project management strategy. Supervises and mentors team to achieve overall project goals.


  • Responsible for/oversees project personnel, which includes, but is not limited to, project staff recruiting, development, retention, and succession; formulation of a plan for project staff reporting; and support for performance and compensation reviews.


  • In accordance with HNTB’s Sophisticated Sales Approach (SSA), collaborates with Client Service Leaders and pursuit champions to assist with business development, client relationship building, and pursuit activities for mini-mega and mega projects. Prepares relevant proposal and presentation materials in collaboration with the project team and marketing resources. Leads proposal development and interview presentations to clients for strategic, mini-mega, and mega projects, as well as general industry and community presentations.


  • May be in charge of staff recruiting, hiring, development, and retention, including the creation of a plan for staff reporting, performance and compensation reviews, and succession.


  • Other responsibilities may be allocated.




You will require the following items:


  • Engineering bachelor’s degree and 10 years of related experience


  • 2 years of effective engineering project management



What you’ll need to bring:


  • Manage the scope, timetable, staffing, and budget of rail projects as the Project Manager.


  • In numerous offices, lead multi-disciplined staff on rail projects.


  • function to improve project team communication, coordination, and cooperation so that they can function as a cohesive unit across various offices.


  • Coordination of tasks across interdisciplinary project teams to conduct analyses, develop design solutions, and lead the development of rail design drawings, calculations, and specifications.


  • Ensure that quality work is produced within the project team, and collaborate with workers to complete essential technical reviews and quality assurance.


  • Staff should be mentored and developed in terms of technology.


  • Find and market new business prospects with key clients.


  • Winning, contracting, and completing multi-disciplined projects 4for4 (on-time, on-budget, quality, and client satisfaction). Identifying and managing risk and change with the help of more experienced colleagues.


  • Leading a team on mid-sized and/or moderately complicated projects both within and outside of HNTB.


  • Managing, monitoring, and delivering mid-sized and/or moderately complicated projects using system tools.


  • Leading the implementation of HNTB Sophisticated processes as appropriate to the project with minimum support from the Office Management Team.


  • Serving as the primary client interface on fairly complex projects.


  • Developing successors to work on additional projects with the same client.




What We Like:


  • Engineering Master’s Degree


  • 12 years of related experience


  • Certification as a Professional Engineer (PE)


  • Understanding of AREMA Track Design, Construction, and Maintenance Standards


  • Certification from the American Institute of Certified Planners (AICP)


  • Professional in Project Management (PMP)

Maryland’s salary range is between $146,029.73 – $255,484.31. Please keep in mind that the salary range indicated is a best-guess estimate for the position at the time of posting. Actual pay will be determined by elements such as the individual’s qualifications, experience, knowledge, skills, and talents, as well as the physical work location within the state.
